As used in rules and regulations adopted by the Board of Trustees of the Texas County and District Retirement System:
  (1) the term "Act" means the Texas Government Code, Title 8, Subtitle F, as amended;
  (2) the term "board" means the board of trustees of the Texas County and District Retirement System;
  (3) the term "medical board" means the group of physicians designated by the board of trustees in accordance with §845.204;
  (4) the term "SOAH" means the State Office of Administrative Hearings; and
  (5) all other words, terms, and phrases as used in such rules and regulations shall have the meaning defined in the Act, unless the context plainly indicates a different meaning.
