The following words and terms, when used in this division, have the following meanings unless the context clearly indicates otherwise:     
       (1) DARS--The Texas Department of Assistive and Rehabilitative Services.      
       (2) DBS--Division for Blind Services.      
       (3) BET--Business Enterprises of Texas.      
       (4) ECM--Elected Committee of Managers.
