Copies of the official minutes of each meeting of the board shall be distributed to members of the board, key personnel, the legislative and governor's budget offices, and to such private citizens as may make a formal request in writing. An official copy of all board minutes shall remain on file in the office of the State Preservation Board available to any citizen desiring to examine them during regular business hours.
