Any incremental part of a mining operation for which a separate bond has been submitted will be considered as closed for the purposes of this division at such time as the operator demonstrates to the commission that:
  (1) all the requirements of Division 6 of this subchapter (relating to Uranium Surface Mining Reclamation) have been met; and
  (2) vegetative cover, where required, has sustained itself for a period of four years.
