If there has been no public hearing held pursuant to §11.34 of this title (relating to Public Hearing), except in the instance of an application to revise a permit, the commission shall notify the applicant and any objectors within 45 days after the last publication of the notice required in §11.31 of this title (relating to Public Notice) whether the application has been approved or disapproved.
