The Office of the Chief Clerk shall maintain a list of public petitions to initiate rule making before the department which have not yet been published for public comment or denied by commissioner's order. The list will be posted in the lobby of the offices of the Texas Department of Insurance in a place accessible to the public. The list of pending rule proposals shall be updated weekly. A copy of each petition for rule making, regardless of whether it relates to rule making under the Government Code, Chapter 2001, or under the Insurance Code, Articles 5.96 or 5.97, shall be marked with the date it was received by the Office of the Chief Clerk, and made available for public inspection during normal business hours in the Office of the Chief Clerk.
