The objective of these regulations is to fulfill the purposes of both the Texas and federal surface mining and reclamation acts relating to coal in a manner consistent with their language, legislative history, other applicable laws, and judicial interpretations. These purposes are delineated in §134.003 of the State Act and Section 102 of the Federal Act.
