All persons shall conduct surface coal mining and reclamation operations under permits issued pursuant to this subchapter (relating to Surface Coal Mining and Reclamation Operations Permits and Coal Exploration Procedures Systems) and shall comply with the terms and conditions of the permit and the requirements of the Act and this chapter (relating to Coal Mining Regulations).
