A verbatim transcript and complete record of the proceedings of each public hearing shall be retained by the Commission. On request, the Commission shall transcribe all or part of any such proceedings and shall furnish a verbatim transcript within a reasonable time to the requesting party; provided that the Commission may charge a fee based on the estimated cost of the service of transcribing and printing the requested material.
