Sec. 1301.251.  GENERAL DUTIES OF BOARD.  The board shall:
(1)  administer this chapter;
(2)  adopt and enforce rules necessary to administer this chapter;  and
(3)  keep a record of each proceeding conducted before and action taken by the board.
