(a) The Texas Board of Criminal Justice (TBCJ) may not designate a region that subdivides a geographical area served by a community supervision and corrections department (CSCD). The TBCJ may designate a region that contains only one judicial district if that district serves a municipality with a population of 400,000 or more. The TBCJ shall consider the following factors in ensuring the CSCDs are served as efficiently as possible:
  (1) The number and size of counties being served by the CSCD;
  (2) Geographic distances between counties; and
  (3) The need for state jail capacity as determined by the anticipated number of defendants who will be required by a judge to serve a term of confinement in a state jail.
(b) Based on these and any other factors deemed relevant, the TBCJ designates a total of nine regions in the state for the purpose of providing regional state jail felony facilities. The following map shows the nine regions and the counties to be served in each region.
