(a) After news media representatives have been permitted access to a disaster or emergency scene, department officers will not attempt to restrict any of their actions unless the act is a violation of the law or interferes with the performance of vital police duties.
(b) In the event a media representative attempts or commits an act not a violation of the law or in interference with vital police duties, but which is repugnant to decent human sensibilities, department officers will not attempt to prevent the act. However, in such instances, a department officer will identify the representative and his employer, and will make a written report of the incident to his commanding officer. Copy of such a report may be sent to the representative's employer. The commanding officer will incorporate this report in his official record of the disaster or emergency.
