Distributions from the trust account to the beneficiaries shall be made annually as soon as practicable after the Texas Department of Health makes the certification to the comptroller required under Health & Safety Code, Chapter 12, Subchapter J, including the percentage of each annual distribution to be paid to each political subdivision.
