(a) The eligible applicant cannot receive GURI funds to recruit a distinguished researcher from another eligible institution in Texas.     
      (b) The eligible applicant cannot recruit a distinguished researcher from a private or independent institution of higher education in Texas, as defined by §61.003(15) of the Education Code.
