Sec. 2002.055.  RULES.  (a)  The secretary of state may adopt rules to ensure the effective administration of this subchapter.
(b)  The rules may establish:
(1)  titles of the administrative code;  and
(2)  a system of classification of the subject matter of the administrative code.
