This chapter is intended to establish a procedure whereby the State Cogeneration Council (hereafter, the council) will determine the economic and technical merits of proposed state agency cogeneration projects, and approve or disapprove projects based on those merits. This chapter shall not be construed so as to enlarge, diminish, modify, or alter the statutory authority and duties of the council, or alter the substantive rights of any state agency or person. The council may make exceptions to this chapter for good cause.
