(a) The comptroller shall develop and periodically update a procurement manual and contract management guide for use by state agencies.
(b) To prepare the guide, the comptroller shall consult with the attorney general and the Department of Information Resources. The comptroller may consult with the state auditor, state agencies, or other stakeholders. State agencies may submit, and the comptroller may consider, recommendations for improving the guide.
