Unless granted an exemption by the department, state agencies, other than institutions of higher education and those state agencies defined in §531.001(4), Government Code, shall follow the standards and use the data elements and funding opportunity announcement format approved by the department and posted on the State Electronic Internet Portal. State agencies shall continue to post their full announcement at location(s) consistent with applicable statutory requirements and policies. The synopsis shall be posted with universal resource locator (URL) links through which the full announcement can be obtained.
