(a) The rules of the Teacher Retirement System of Texas (TRS) have been arranged generally according to subject matter and placed in numbered sections. Many of the rules are pertinent to and affect more than one of the subjects listed in the section headings. No attempt has been made to include under each heading all of the policies or rules which might be pertinent to that heading. The fact that a rule is included under one heading shall not in any manner limit its application to subjects treated under other headings.
(b) These rules are statements of policies in matters over which the board is given authority by applicable statutes and of interpretations in matters where the meaning of the law is not readily apparent. They do not include matters in which the board considered the intent of the law to be unmistakably clear. For this reason, these rules should be used in conjunction with other applicable provisions of law.
