Sec. 21.104.  ELIGIBILITY TO SERVE.  To be eligible to be appointed as or to serve as a director, a person must be:
(1)  at least 18 years of age;
(2)  a qualified voter;  and
(3)  a resident of the county governed by the appointing commissioners court.
