This subchapter governs matters concerning accommodation, location, and methods for the installation, adjustment, relocation, and maintenance of utility facilities on state highway rights of way, but does not alter current authority for their installation nor determination of financial responsibilities for placement or adjustment. To the extent that a federal or state law, code, regulation, rule, or order prescribes a higher degree of protection for highway facilities or the traveling public than the protection provided by this subchapter, the federal or state provision controls.
