An administrative sanction may include:
  (1) denial of an application for a license;
  (2) suspension of a license;
  (3) revocation of a license;
  (4) the imposition of civil penalties; or
  (5) a refund under §215.504 of this title (relating to Buyer or Lessee Refund).
