Briefs shall conform, where practicable, to the requirements set forth for formatting pleadings in this chapter. Briefs in excess of 10 pages shall contain a table of contents with page numbers stated. The presiding officer may require parties to address certain issues, or address issues in a specific order or format. If the legal authority cited in the briefs is not contained in the commission library, a copy of the legal authority shall be provided at the time the brief is filed.
