Sec. 223.014. AUTHORITY OF ISSUER. An issuer has full and complete authority relating to its bonds, a lease agreement in which the issuer is a lessor, or a sale or other contract, subject only to this chapter.Acts 1989, 71st Leg., ch. 678, Sec. 1, eff. Sept. 1, 1989.
