(a) Assessments will be officially enacted the day the board notifies appropriate commodity process points by registered or certified mail indicating the date the assessment will be collected within the assessment area, and remitted as prescribed by the board.
(b) No assessment money can be expended by the board, other than refund payments, until 60 days after the assessment has been enacted.
