(a) Each covered agency's assessment payment must be received by the Office not later than the third day after appropriations becomes available on USAS in the new fiscal year, except as otherwise provided by this rule.
(b) Upon timely petition and justification by the requesting agency, and subject to review and approval by the Office, the portion of an agency's assessment which must be paid from funding sources that must first be collected may be paid in semiannual or quarterly installments. An agency authorized by the Office to exercise this option must pay at least 25% of that portion of the agency's assessment which will be paid from funding sources that must first be collected by the date specified in 251.513(a), with the balance of the assessment due according to the payment schedule approved by the Office.
