(a) Notice. The department will publish a notice of intent to issue a request for proposals for the use of telecommunications facilities owned or installed by the department or for the placement of telecommunications facilities in the right of way. The notice will be published in at least two general circulation newspapers, on the department's Internet web site, and in the Texas Register at least 45 calendar days prior to the deadline for submission of a proposal.
(b) Content. The request for proposal will include, but not be limited to, the:
  (1) description of the project;
  (2) geographic location and extent of the project;
  (3) technical construction and implementation information;
  (4) date and time by which all complete proposals must be submitted;
  (5) number of copies required; and
  (6) required format and maximum length.
