(a) State agencies, municipalities, and counties identified in this subchapter shall comply with the goals and policies in this subchapter when taking an action listed in §29.11 of this title (relating to Actions and Rules Subject to the Coastal Management Program) or §29.60 of this title (relating to Local Government Actions Subject to the Coastal Management Program).
(b) The goals and policies in this subchapter apply only to those actions expressly identified in this subchapter.
(c) Compliance with the goals and policies of this subchapter does not supersede or eliminate any legal duty to comply with other applicable statutory and regulatory requirements.
