(a) Grant award recipients will be selected on a competitive basis.
(b) The department shall review applications and may appoint review panel(s) to evaluate them.
(c) The department may choose not to award grant funds, at its discretion.
(d) Final selection of grant recipients shall be made by the department and the commissioner.
(e) Each grant recipient will be awarded a specific grant amount by the department.
(f) Evaluation criteria shall be included in the request for applications.
