The following words and terms, when used in this division, shall have the following meanings, unless the text clearly indicates otherwise.
  (1) Commissioner--The Texas Commissioner of Agriculture.
  (2) Department--The Texas Department of Agriculture.
  (3) Early childhood education programs--Programs specifically for children who are at least three years of age but younger than five years of age.
  (4) Head Start Program--The federal program established under the Head Start Act (42 U.S.C. Section 9831 et seq.) and its subsequent amendments.
  (5) Program--The Establishing the 3E's Grant Program which provides grants for organizations to incorporate nutrition education into their programs provided for children.
