(a) Projects will be selected on a competitive basis.
(b) The department shall review applications and may appoint review panel(s) to evaluate applications.
(c) Evaluation criteria shall be included in the request for applications.
(d) Final selection of grant recipients shall be made by the department and commissioner.
(e) The department may choose not to award grant funds, at its discretion.
