(a) Under the authority of §351.358 of the Texas Optometry Act, a therapeutic optometrist may administer, perform, or prescribe ophthalmic devices, procedures, and appropriate medications administered by topical means, to diagnose or treat visual defects, abnormal conditions, or diseases of the human vision system, including the eye and adnexa.
(b) Pursuant to the limitations in subsection (a) of this title, a therapeutic optometrist may:
(1) administer an amniotic membrane in a procedure that does not involve suturing; and
(2) dispense and charge for therapeutic contact lenses in accordance with §551.004 of the Texas Pharmacy Act.
