In the event that a compliance hearing is held pursuant to the provisions of the Insurance Code, Article 21.28-A, §3 or §5, the status of the affected company remains unchanged pending the issuance of a decision or order by the commissioner pursuant to the statutory time periods as provided in Texas Civil Statutes, Article 6252-13a, §16. The statutory time period as provided in the provisions of the Administrative Procedure and Texas Register Act governs where an ambiguity or difference exists between this section and the Texas Insurance Code.
