The following acts, and the causing of the following acts, within this state are unlawful and prohibited:
  (1) the distribution in commerce of a packaged consumable hemp product, if there is affixed to that consumable hemp product a label that does not conform to the provisions of this chapter; and
  (2) engaging in the packaging or labeling of packaged consumable hemp products if there is affixed to the consumable hemp product a label that does not conform to the provisions of this chapter.
