Sponsor's share of costs for a project for which a state or federal grant will be made shall be granted to the department in accordance with the terms of the APPA. Where sponsor's share of project costs is made by an eligible in-kind contribution, sponsor will be credited with the value of the in-kind contribution as determined by the division.
