(a) If a stakes race is not run for any reason, the association shall refund all nominating, sustaining, and starting fees paid, if any.
(b) In an emergency, an association may postpone or cancel a race or stakes race with the approval of the racing judges. The association shall refund all nominating, subscribing and starting fees for a race under this section.
