All traffic law enforcement officers of the department of public safety will warn for a period of three months after the effective date of the law all violators of any new traffic law that imposes additional or new restrictions. Exceptions to this rule are:
(1) flagrant violations;
(2) continued willful violation after warning;
(3) laws that have received publicity to the extent that the public is already familiar with their provisions; and
(4) any violation that is a major contributing factor in a traffic accident.
