(a) The contractor must make available to parents an initial copy of the child's early childhood intervention services record at no cost to the parents.
(b) The contractor may charge a fee for copies of records which are made for the parent under this section if the fee does not effectively prevent the parent from exercising their right to inspect and review those records.
(c) The contractor may not charge a fee to search for or to retrieve information under this section.
(d) The contractor must provide copies to parents according to 34 CFR §303.405 and §303.409.
