Prior to the initiation of any formal action, and while the board may be contemplating the need for a new or amended rule, the board or executive administrator may convene informal conferences and consultations to obtain viewpoints and advice of interested persons. The board may also appoint committees of experts or interested persons or representatives of the general public to advise it regarding any contemplated rulemaking. The powers of such committees are advisory only. The board or executive administrator may utilize the procedures of negotiated rulemaking as set forth in the Negotiated Rulemaking Act, Government Code, Chapter 2008.
