In response to requests, the administrator shall provide information available from the bank, unless such information is required to be withheld under the Texas Open Records Act. The bank may act as a clearinghouse for water marketing information, including water availability, pricing of water transactions, environmental considerations, and potential buyers and sellers of water rights. The administrator may provide technical assistance as possible, to potential depositors, depositors, or potential buyers, concerning water conservation and may prepare and publish a manual on structuring water transactions.
