The Office for Deaf and Hard of Hearing Services implements its general powers and duties under the following statutes:
  (1) Human Resources Code, Chapter 81;
  (2) Utilities Code, Chapter 56, Subchapter E;
  (3) Government Code, Chapter 57;
  (4) Civil Practice and Remedies Code, §21.003; and
  (5) Code of Criminal Procedure, Art. 38.31(g).
