For municipal solid waste facility projects, the following additional information shall be submitted:
  (1) a schedule of garbage collection and facility tipping charges for each of the last five years, if the facility is existing; and a schedule of proposed garbage collection and tipping fees; and
  (2) a copy of any actual or proposed contract under which municipal solid waste collection and disposal services are provided. Before a loan is closed, a certified copy of such contract shall be required.
