To be eligible for MTFCY, a person must:
  (1) meet the criteria for an eligible group as described in §366.611 of this subchapter (relating to Eligible Group) and the provisions of Subchapter K of this chapter (relating to Modified Adjusted Gross Income Methodology);
  (2) comply with HHSC's initial and renewal application requirements in this subchapter; and
  (3) meet all other eligibility and participation requirements in this subchapter.
