The executive administrator shall develop and implement, with board approval, user charge schedules, as necessary, for conducting hydrographic surveys, which shall recover the board's costs to conduct the surveying program, including capital equipment and personnel. The charges for services shall be based upon reasonable and equitable cost-recovery principles. At least once every two years, the executive administrator shall review and obtain board approval of the user charge schedule.
