The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly states otherwise:
  (1) Commission--The Texas Veterans Commission.
  (2) Institution of Higher Education (IHE)--has the same meaning assigned by Texas Education Code §61.003.
