The state board may allocate funds appropriated from the general revenue fund and other sources for technical assistance to districts, and may adjust such allocations throughout the year as district needs and available funds change in order to achieve the most efficient use of state funds. The state board may also allocate such funds for other purposes as provided for in §519.7(b) of this title (relating to Eligible Expenditures), and may adjust such allocations to meet changing conditions.
