(a) Wildlife stockings which do not meet conditions required for funding under the Pittman-Robertson Federal Aid in Wildlife Restoration Program shall be consistent with the annual operational plan and the area must be suitable for the proposed stocking purpose.
(b) The stocking must also have no adverse impacts on state or federally listed threatened or endangered species or their critical habitat and a written agreement must be executed.
