All documents and certificates submitted to the Public Finance Section of the attorney general's office are to be dated, fully executed originals, unless otherwise indicated in this chapter. Undated certificates shall be accompanied by authorization from the appropriate party to the attorney general to complete the date of such certificate upon approval of the bonds and to rely upon such information unless notified otherwise.
