(a) Cost of a transcript of a SOAH proceeding ordered by a party is paid by that party. Cost of a transcript of a SOAH proceeding ordered by the administrative law judge is split equally between the parties.
(b) A party or witness who needs an interpreter or translator is responsible for making the request under SOAH rules.
