(a) Initiation method. The promulgation, adoption, repeal, or revision of any rule may be initiated by the executive director or any member of the board.
(b) Petitions. Any interested person may petition the executive director or the board to request the adoption of a rule. Within 60 days after the receipt of a petition, the executive director shall either initiate rulemaking proceedings or place the matter on the agenda of the next regularly scheduled board meeting for discussion.
